Relying on experience gained from working in the construction industry and running his own, small fabrication shop, Ryan’s employment and construction law practice provides clients a welcome dose of practical knowledge and understanding.
Before joining Cook Brown, Ryan worked for a private local firm where his practice focused on construction and employment litigation at both the trial and appellate level. Ryan has experience handling cases and representing clients ranging from public entities and engineering firms to general contractors and subcontractors, as well as clients with employment/labor related issues including wage and hour class action defense, PAGA, trade secrets, unfair competition, antitrust, and state and federal false claims act defense.
Ryan received his Bachelor of Arts in political science from the University of Washington in 1999 and received his Juris Doctor from the Northwestern School of Law at Lewis and Clark University in 2002.
- Experience prosecuting and defending claims brought pursuant to the California False Claims Act and the Federal False Claims Act including one of the largest FCA prosecutions in California State history.
- Administrative law experience including the representation of an Oregon Adult Foster Home regarding an appeal of civil penalties issued by the Oregon Department of Human Services with the potential of terminating the facilities operating license. The penalties were eventually thrown out by the Administrative Law Judge following a two-day contested case hearing.
- Represented a defendant general contractor in a multi-million dollar Federal and State false claims action, brought by a qui tam plaintiff, on behalf of the State of California and United States of America. Defendant general contractor obtained a complete dismissal.
- Represented a defendant subcontractor in a wage and hour class action. The case was resolved through a negotiated settlement on extremely favorable terms, including reimbursement of Defendant’s costs and fees, after Plaintiff lost their ability to have the class certified.
- Additional wage and hour class action defense experience related to allegations of unpaid overtime, recordkeeping violations and unfair competition under the California Labor Code and the Private Attorney General Act (PAGA).
